Strategies for Constructing a Technology Transfer System in Forensic Medicine Based on National Policies and Disciplinary Characteristics

摘要:

我国科技成果转化制度体系已基本建成,以医学技术为主要支撑的法医学,已逐步形成学科交叉的技术创新架构,但法医学科技成果多偏重实践应用的“微创新”,普遍存在转化效率低、应用场景特殊等问题,相关配套政策也呈现分散性特征。本文结合科技成果转化政策和法医学学科特点,提出构建应用场景创新范式、探索协同创新成果转化模式、建立成果研发和转化并重的激励机制,以及有利于成果转化的配套服务体系等策略。

Abstract:

The institutional system for the technology transfer has been basically constructed. As a discipline primarily supported by medical technologies, forensic medicine has gradually established an interdisciplinary technological innovation framework. However, most forensic medicine and technological achievements are “micro-innovations” oriented to practical applications, which commonly face challenges such as low technology transfer efficiency and special application scenarios, and the supporting policies relevant to forensic medicine technology transfer remain fragmented. Based on the analysis of policies for the technology transfer and the characteristics of forensic medicine, this paper proposes strategies including constructing a scenario-based application innovation paradigm, exploring collaborative innovation models for technology transfer, establishing an incentive mechanism that equally emphasizes research and transfer, and improving a service system conducive to the successful technology transfer.
